Rule 25
Appointments should not be made without following the procedure laid down by the Public Service Commission
(1) When appointing a position to be appointed in accordance with the authority delegated by the Public Service Commission, the appointing authority shall advertise the position and appoint only by following the procedures and conditions prescribed by the Public Service Commission.
(2) In the case of appointing to the post to be appointed as per sub-rule (1) without following the prescribed procedure and conditions, if the Public Service Commission informs in writing that the appointment is irregular within the probationary period of the employee so appointed, he/she shall be removed within that period.
(3) If the appointment is made without following the prescribed procedure and conditions while making the appointment in accordance with sub-rule (1), the officer making such appointment will be punished by departmental punishment.
